159 joint communities in Ukraine on the 25th of October, 2015 held the first elections and elected their Heads and the Board. This means that the joint communities from the 1st of January, 2016 will receive not only the power and resources, but also the responsibility for the socio-economic development of the society and the well-being of each resident.
The problematic questions mooted for discussion
1. What is the minimum package of public services that the management of the joint community should ensure its members and what should be the quality criteria (standards) for these services?
2. Which administrative and fiscal conditions for this must be created by governments at all levels and what should be the allocation of responsibility between them, especially during the transition period of the voluntary joint of communities?
To answer these questions the following steps were made:
- An analysis of reforms in Ukraine in 2015.
- An analysis of the content of key bills.
- A modeling of budgets of the newly created joint communities of the Lviv region.
- A comparative analysis of the management of the joint community in Ukraine and gmina in Poland.
