Monitoring of the effectiveness of the implementation of electronic governance tools to local government of cities of Ukraine was implemented by a coalition of non-governmental organizations: NGO “Podil Agency of regional development”, Association of cities of Ukraine, Association of local government “Cities of electronic governance of Ukraine”, NGO “European dialogue”, NGO “Civil network “OPORA”.
For this coalition of NGOs this is the third monitoring of the effectiveness of implementation of information and communication technologies in the largest cities of Ukraine. This year the subject of the analysis is the official web sites of city councils, an electronic document management system and organization of Centers of providing administrative services.
A characteristic feature of the study this year is that the sample includes 125 major cities, instead of 100, as always, because of the occupation of a significant number of municipalities in the East of Ukraine and an annexation of Crimea.
Evaluation of the activity of the Center of providing administrative services this year was implemented not due to the involvement of observers and “secret customers” on the part of public organizations in cities, which were included to the sample, but by sending of information requests.
The aim of the study is to determine the extent of use of elements of electronic governance in the activity of local government to ensure a rapid and unobstructed informing the public, promoting transparency of local policy and resisting corruption, improving the quality of administrative services, enhancing of public and its involvement in social and political processes.
Based on the results of the study detailed public recommendations concerning an increase of the readiness of local government of cities of Ukraine to provide administrative services in electronic way and increasing the level of public involvement in management processes will be formed.
