Decentralization : the results of the first 100 days of activity of the Verkhovna Rada of Ukraine of the VIII convocation in the field of administrative-territorial reform.

During the first hundred days Verkhovna Rada of the VIII convocation adopted, and the President has signed a total of 5 laws relating to decentralization of power. These laws were the first step that will start process of administrative-territorial and local government reform and mechanism of power decentralization.

In particular, the law “On foundations of state regional policy”, which states that the regional policy is implemented on the basis of the principle of subsidiarity and provides for a transfer of power to the lowest level of governance.

The adopted law “On voluntary unification of territorial communities” has launched a process of voluntary unification of territorial communities in Ukraine. This is the first element of the administrative-territorial reform.

The adopted law “On state budget of Ukraine for 2015″ provides for strengthening the financial basis of local government, the law “On changes to the Budget Code of Ukraine (inter-budgetary relations reform)” provides for an increase in budget and financial independence of local budgets and stimulate territorial communities to voluntarily unite and the law “On amendments to the Tax Code of Ukraine and some legislative acts of Ukraine (on tax reform)” aims to broaden the financial base of local government.
